Steps in applying for NUP vacant positions

2nd -   Complete all the documentary requirements if you are qualified to the vacant position you are applying for.

 

3rd -   Submit two (2) application folders containing duly authenticated documents by the issuing agency/office with the corresponding official receipt of payments to:

Ø Admin PNCOs of the municipal/city police station/Headquarters Police Provincial Office where

     the item you are applying for belongs.

ØTarget date of submission of folders to Admin PNCOs: January 31, 2014

                 Note:  If NBI clearance is not yet released by January 31, 2014, an official receipt or any proof of application for the said clearance will be accepted. However, date of application for the said clearance must not be later than January 24, 2014.

                To be announced later (TBAL) - Interview of applicants – Interview will be conducted by the PRO3 NUP Screening and Selection Board (NUP SSB) at the Regional Headquarters, Camp Olivas, City of San Fernando, Pampanga.

            Applicants will be notified by Admin PNCOs of municipal/city police stations/Headquarters PPO thru their contact numbers.  

                  Likewise, the schedule of interview will be posted at the following venues:

           OTHER REQUIREMENTS:

                        Neuro-Psychiatric evaluation, drug test and medical examination of new applicants – (Schedule to be announced    later (TBAL) - Applicants will be notified by Admin PNCOs of municipal/city police stations/Headquarters PPO thru their contact numbers.

POLICIES IN THE SCREENING AND EVALUATION OF APPLICANTS

 

In the screening and Evaluation of applicants, strict adherence to PNP Memorandum Circular No. 2013-018 dated November 18, 2013, re Merit Selection and Promotion Plan (MSPP) for NUP must be observed.

 

SELECTION (FOR NEW APPLICANTS - ORIGINAL APPOINTMENT)

 

  •  Selection of NUP for appointment in the PNP shall be open to all qualified men and women according to the principle of merit and fitness;
  • There shall be equal employment opportunity for men and women at all levels of position, provided they meet the minimum requirements of the position to be filled-up;
  • Relatives of PNP personnel (uniformed and non-uniformed) up to the third civil degree either by affinity or consanguinity shall be prohibited from applying to vacancies within the office/unit where the PNP personnel is appointed or assigned;
  • The appointment in the PNP of an NUP applicant who comes from another government       department or agency shall be a case of Transfer without break in service involving the issuance of an appointment;
  • The earned Leave Credits of an applicant who was appointed by Transfer shall be monetized at his/her former agency or department prior to his/her transfer of appointment in the PNP;
  • Applicants who resigned, retired or were honourably separated from the PNP uniformed personnel service shall only be considered in the non-uniformed service of the PNP after a period of one (1) year from their resignation, retirement or separation from the PNP uniformed service;
  • An original appointee shall serve a probationary period of six (6) months following his/her original appointment and shall undergo a thorough character investigation. A probationer may be dropped from the service for unsatisfactory conduct or want of capacity any time before the expiration of the probationary period;
  • The Head of Office shall ensure that a notice of termination for unsatisfactory conduct or want of capacity is properly issued to the concerned probationer (NUP) before the expiration of the six (6) months probationary period, otherwise, the appointment automatically becomes permanent.

 

SELECTION (FOR PROMOTION)

 

  • No NUP shall be promoted within six (6) months prior to his/her compulsory retirement; unless as otherwise provided by Law (Sec.7 of RA 6713);
  • Promotion of NUP to a higher position shall, in no case, be more than three (3) salary grades from his/her current position; unless such promotion falls in any of the following:

   1. Appointee is LONE applicant;

   2. Qualified next-in-rank employee WAIVES in writing;

   3. Next-in-rank position is vacant;

   4. Next-in-rank employee is not qualified;

   5. Qualified next-in-rank employee did not apply;

                                                  6.  Protestant’s position is more than three salary grades LOWER than the protested position;

                 7. Applicant occupies a NEXT-IN-RANK position;

   8.  Position is a LONE/ENTRANCE position;

   9. Position belongs to the DEARTH category;

  10. Position is unique/highly specialized; and

  11. Candidates passed through a deep selection process (Educational achievement, highly specialized training, relevant/specialized experience,  consistent high performance ratings)

  • Incumbent NUP shall be given preference in the promotion to existing vacancies than the applicants for original appointment, reemployment or transfer to PNP, unless there is a valid cause to the contrary. The NUP SSB of the concerned office/unit shall determine the positions which can be filled up by promotion;
  • Whenever a position becomes vacant, the NUP who occupies the position next-in-rank shall be considered for promotion whether it is first or second level position; provided he/she meets the minimum requirements set by law and possessed the appropriate civil service eligibility;
  • However, an NUP who is not next-in-rank may still be promoted by the appointing authority if he/she possesses superior qualifications and competence compared to a next-in-rank who merely meets the minimum requirements for the position. The comparative degree of competence and qualification of NUP shall be determined by the extent to which they meet the requirement set forth under paragraph VIII (CRITERIA) hereof at the time of the appointment;
  • In cases where the qualifications of NUP are comparatively at par, preference may be given to the concerned NUP in the Directorate or in the PNP Organizational unit where the vacant position is.
  • Newly promoted NUP may be considered for another promotion only after performing the duties and responsibilities of his/her present position for two (2) rating periods of IPCR, equivalent to two (2) semesters;
  • Only NUP whose performance rating for the last two (2) rating periods (two semesters) of IPCR prior to the evaluation period is “very satisfactory” shall be considered for promotion;
  • An NUP who is on scholarship/study grant, training (either local or foreign) and on official leave of absence (i.e., maternity, prolonged sick leave, bar or board reviews) shall, in all cases, serve the office where he/she is assigned for at least three (3) months upon his/her return to enable heads of offices to determine him/her contribution to the division or office and eventually be able to rate him/her;
  • For purpose of promotion, the performance rating of the subject personnel for the last two (2) rating periods of IPCR prior to the scholarship grant shall be used as basis for promotion. In which case, the performance rating should be at least “Very Satisfactory”.
  • NUP who is on study leave or on secondment shall not be considered for promotion during the period of his/her study leave or secondment and shall only qualify for promotion after six (6) months of his/her return to the PNP.

 

MANDATORY REQUIREMENTS

 

The NUP SSBs shall not consider an applicant who:

1. Does not meet the qualifications for the position;

2. Has been found guilty of crime involving moral turpitude, or of infamous, disgraceful conduct, or addition to narcotics, or dishonesty;

3. Has been dismissed from the service for cause unless an executive clemency has been granted; or

4. Has intentionally made a false statement of any material fact or has practiced or attempted to practice any deception or fraud in connection with his/her appointment.

 

Neuro Psychiatric, Medical Examinations and Drug Test (New Applicants only)

 

  • Upon resolution of the PRO NUP Screening and Selection Board (PNUP SSB) that subject applicants qualified for the initial screening, direct said applicants to undergo Neuro-Psychiatric and Medical Examinations only at the duly accredited government hospitals/diagnostic centers. Only upon validation by the Regional Health Service that said results will be accepted/recognized;
  • Drug test shall only be administered by the PNP Crime Laboratories. All applicants who fail in the drug test shall no longer be allowed to re-apply in any other NUP position;
  • Considering that there are no allocated funds for the conduct of Neuro Psychiatric Examination, Medical Examinations and Drug Test, applicants shall be required to shoulder the necessary fee for the purpose.
  • All applicants who shall fail in the drug test shall no longer be allowed to re-apply in any other NUP position.

 

Character and Background Investigation (CBI) (New Applicants only)

 

  • No applicant (new) shall be allowed to take oath of office unless a certificate of complete character and background investigation (CBI) has been issued by the Regional Intelligence Division (RID) with further clearance from the Director for Intelligence Division (DI) with the end in view of determining character reputation and possible involvement in any questionable or criminal activity.
  • All applicants with derogatory reports shall no longer be allowed to re-apply in any other NUP position.

 

In-service Applicants (Promotion/Change in Item/Plantilla Position)

Affidavit of Undertaking - In case there are in service applicants (NUP) who may apply to the vacant positions they shall be required to execute an Affidavit of Undertaking that in case they will be appointed to the position they are applying to they must report to the office /unit of their appointment and shall not any way solicit intervention for their retention to their current office/unit assignment prior to their appointment to the new positions.

 

CRITERIA

The competence and qualifications of candidates for promotion and original appointment shall be evaluated in accordance with the following criteria:

  • Eligibility – The following eligibilities shall be appropriate for appointment to second level positions in the PNP:

a.1. Career Service (Professional or its equivalent) – shall be considered appropriate for positions where appointment thereto is not yet covered by any board or special law;

a.2. Honor Graduate Eligibility pursuant to Presidential Decree No.907;

a.3. Scientific and Technological Specialist Eligibility granted pursuant to Presidential Decree No. 997;

a.4. Veteran Preference Rating Eligibility (professional) granted pursuant to Executive Order No.132/790;

a.5. Republic Act No. 1080 (second level) – Eligibilities resulting from board examinations which require less than four (4) years of college studies shall be appropriate to first level positions. Those resulting from Bar or Board examinations which required at least four (4) years of college studies shall be appropriate eligibility for appointment to positions in both first and second levels provided that the appointees meet the other requirements of the position, and provided further, that appointment to these positions are not covered by special or board laws; and

a.6. CSC Police Officer I (PO1) eligibilities obtained after July 5, 1998 are considered professional and appropriate for permanent appointment to first and second level positions. However, CSC PO1 eligibilities obtained before July 5, 1998 are considered sub-professional and appropriate for appointment to first level positions.

  

  • Education – refers to the formal academic attainment of an individual required  for an optimum performance of the duties and responsibilities of the position.

Completion of two years studies in college means completion of at least seventy two (72) academic units leading to a degree or completion of a two-year collegiate technical course.

  • Experience – refers to occupational history, i.e. the various tasks and functions undertaken relevant to the requirements in government and private sector of the position to be filled.

c.1. Experience may be gained in the same level of position from either the government or private employment. Experience gained from first level positions shall not be considered relevant to positions in the second level (Ref: CSC MC No. 42, series of 1998);

c.2. Experience acquired on the basis of designation shall not be considered for purposes of meeting the required experience unless said designation is covered by an Office Order or Memorandum Order (Ref: CSC MC No.32, series of 1998).

  • Outstanding Accomplishments – refers to actual accomplishments during the preceding two (2) semesters, which are of such nature as to have effected to a large extent an improvement or innovation in the existing organization, policies systems and procedures irrespective of whether the employee has been publicly recognized or not.
  • Performance – refers to actual task accomplishments expected of an employee in his/her present position or designation. Rating shall be based on the last two (2) performance rating periods of the employee. No employee shall be considered for promotion unless such performance rating is at least “very satisfactory” or its equivalent rating as provided in the Strategic Performance Management System (SPMS).

For appointment by transfer, the performance rating for the last two 92) performance rating periods immediately preceding the transfer from the former office or agency should be at least “very satisfactory”.

  • Physical Characteristics and Personality Traits – refers to the employee’s physical fitness and capacity, attitudes and personality traits which must have a bearing on the position to be filled.
  • Potential – this takes into account the employee’s ability and capability to perform the duties of the position to be filled or of those higher or more responsible positions.
  • Training – refers to the development of a particular skill, knowledge and ability, professional or occupation acquired through formal or informal learning usually measured in terms of number of hours, days or months. These include successful completion of training courses relevant to the duties of the position to be filled and conducted by institutions accredited or recognized by the Civil Service Commission and the Philippine National Police.

h.1. Training practicum/apprenticeship which is a requirement for completion of a certain degree/course shall not be considered relevant for purposes of appointment to specific positions (Ref: CSC MC No. 42, series of 1998).

h.2. The completion of the Supervisory Development Course (SDC) shall be an additional mandatory requirement for appointment and promotion to positions with salary grades 18 and above.
